Plot: Larry (Rod Sweitzer) is laying out the plan for his coworker’s bachelor party, but neurotic Brian (Miles Dougal) is too worried to be excited. After all, the party will be at the office and the boss is a hard ass with no sense of humor, so it could land them all in hot water. When Larry ticks off a few last minute checks, he mentions that Brian has some weed for the party, which perks the attention of a nearby policeman. As Brian panics, Officer Vickers (Robert R. Schafer) walks over to give them some grief and remind them to obey the laws. Larry calms Brian down and they head toward the office, but there is still lingering paranoia for Brian. Soon things kick off, the booze flows, strippers arrive, and…Brian is still tense. He only worries more when Vickers’ car is parked in front of the building, but the good times continue to roll. But when Vickers rolls into the office and looks to lay down some lethal justice, will anyone survive his murderous wrath?

Entertainment Value: This review covers the 85 minute uncut version, so I wanted to make that known. The edited R rated version removes much of the blood and sleaze, so make sure you get an uncut 85 minute release. The story here is simple, but effective and never has a fax machine been such a powerful narrative device. This is silly, over the top fun that blends humor, horror, and corporate responsibility. Well, two of those maybe, but the horror is campy, not scary and that works well. The humor mostly works, thanks to how absurd some of it is, but when it misses, you still laugh at how badly the lines whiff. Robert R. Shafer embraces the camp as Officer Vickers, a role fans of The Office might be quite surprised by. He makes the most of his juicy one liners and has a sense of menace, just one where you can tell he really likes to murder people. I am always happy to see Julie Strain as a stripper and she’s here, with a cowgirl theme, no less. The tone is off the wall, performances are goofy, and there’s a good amount of blood and sex to go around. Psycho Cop Returns is just immense fun, well recommended to genre fans.

A good amount of nakedness here, with several women showing off their various assets while at the office. Most of the scenes are topless with thongs involved, which is great fun and the camera isn’t shy about featuring the melons. A couple of bare asses are also shown, along with a Cinemax level cowgirl sex session. The actor on bottom holding his hand awkwardly to prevent his partner’s full frontal exposure was hilarious, but the scene is still solid. So breasts and lots of them. Ample gore on showcase too, from double impalements to eye trauma. Even the gun shots yield good gore, with juicy squibs that splatter the walls and gaping wounds that ooze crimson. The effects look great and are a lot of fun to watch. A lot of silly dialogue thrown around, with Vickers getting most of the memorable zingers. After all, you need a one liner for when you slaughter each victim and he has some good ones. Some cringey, fun sex talk is also here, so entertaining writing in terms of dialogue. Psycho Cop Returns has some craziness and lots of thongs, but never feels like it has driven off the edge. A little over the top here and there, but never balls to the wall nuts. Even so, seeing Bob Vance hunt down office workers has a special kind of madness, I think.
